I wonder if that counts as protected political speech? That might be an avenue of defense for those caught urinating on it, too. If a crucifix suspended upside down in a jar of urine can be art, peeing on City Hall can easily be a political statement.

I did notice it said “throwing rocks at”, but it didn’t specify that they had “Hit” it.
